INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

SBMA LANDSCAPING WORKS AND
REHABILITATION/MAINTENANCE PROJECT
Subic Bay Freeport Zone

Project Description/Scope of Works:

The Works shall include provision of labor, materials, equipment and other incidentals to complete the landscaping works (site preparations, planting works, grassing works, and others) of designated public spaces within Subic Bay Freeport Zone; and rehabilitation/restoration and maintenance of existing turf and garden.

  1. The Subic Bay Metropolitan Authority (SBMA), through its Corporate Budget for 2007 intends to apply the sum of Nine Million Pesos (Php 9 Million) being the Approved Budget for the Contract (ABC) to payments under the contract for the SBMA Landscaping Works and Rehabilitation/Maintenance Project. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

  2. The SBMA now calls for the submission of Letters of Intent (LOIs) and Application for Eligibility from potential Bidders to apply for eligibility for the SBMA Landscaping Works and Rehabilitation/Maintenance Project. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids.

  3. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of RA 9184 and its Implementing Rules and Regulation (IRR).

  6. The BAC will issue to prospective bidders Eligibility Forms at the above address upon their submission of a LOI and Application for Eligibility, and upon their payment of a non-refundable fee of Two Thousand Pesos (Php2,000.00).

  7. A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon presentation of the Notice of Eligibility and upon payment of a non-refundable fee of Five Thousand Pesos (Php5,000.00).

  10. All Bids must be accompanied by a Bid security in the form of cash, a certified check, manager’s check, bank draft or irrevocable letter of credit (1% of ABC), or bank guarantee (1.5% of ABC) or surety bond (2.5% of ABC).  Late Bids shall not be accepted. 

  11. Completion of the Works is required by One Hundred Eighty (180) calendar days from the date stated in the Notice to Proceed.

  12. The SBMA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, in accordance with the provisions of RA 9184 without thereby incurring any liability to the affected Bidder or Bidders.
